The opening movement closes where it began, at Babylon. Humanity gathers on one plain to build a name and a tower to the sky, and God scatters them, leaving the empire’s proudest city renamed for confusion.

Make us a name
The history
“Shinar” is Babylonia, and a tower with its top in the heavens is unmistakably a ziggurat, the stepped temple-towers of Mesopotamian cities, built of exactly the baked brick and bitumen the text names. Babylon’s own great ziggurat was called Etemenanki, “the house of the foundation of heaven and earth”. The exiles who shaped this story lived in the shadow of those towers, and “Babel” is simply the Hebrew name for Babylon. Notice the motive: a name, and a refusal to be scattered, which is the exact reverse of the command to fill the earth.

1Now the whole world had one language and a common form of speech. 2And as people journeyed eastward, they found a plain in the land of Shinar and settled there. 3And they said to one another, “Come, let us make bricks and bake them thoroughly.” So they used brick instead of stone, and tar instead of mortar. 4“Come,” they said, “let us build for ourselves a city with a tower that reaches to the heavens, that we may make a name for ourselves and not be scattered over the face of all the earth.”

Meaning
The first empire’s project is to build up, gather in one place, and make a name, security and glory through height and concentration. The text does not draw it as cartoon villainy. It is ambition, the deeply human urge to be permanent, to be known, not to end up scattered and small. The trouble is what it reaches for, and why.
Theological+
Two ways to get a name run through the whole Bible: grasp one by building high, or receive one as a gift. Babel is the first way, the city organizing itself to secure its own glory as if no one above it gave names or kept people. The very next chapter answers it with the second way.
